ICI-DS & Media British Columbia Programs

EPRA BC offers a number of different program options in order for ICI only product or media stewards to be in compliance with the Recycling Regulation. These offerings can be combined for those stewards with obligated product mix.

(a): ICI/DS Option (Institutional, Commercial, and Industrial Direct Ship): Available ONLY for products which are sold for ICI-dedicated/B2B products obligated under the Phase V amendment to the BC Recycling Regulation. Products which can be sold for both commercial and consumer do not qualify for the ICI-DS program and must follow the standard EHF reporting and remitting process. Stewards must pre-apply to the Program, and document a sustainable and auditable reverse supply chain indicated by serial number tracking, documenting and ensuring obligated products are not available at retail, and contracting with the program that they will collect and responsibly recycle/reuse/refurbish their end of life product through their own system. This is typically a closed loop transaction where the producer also takes back their product at the end of life.

ICI/DS Compliance Requirements: Steward is sent an annual invoice at the beginning of the year, covering all obligated products supplied for the year. Steward will be contacted at the end of each quarter to report on the supply of all regulated products in/into British Columbia as well as the total weight of units sent for recycling. Under this account type the Program imposes an annual fee for service not an Environmental Handling Fee on units sold.

(b): Media Option: Available to producers who ONLY supply obligated products that fall under the BC Recycling Regulation as “media” products into the province. EPRA BC defines media to encompass all manners of discs (DVDs, CDs, laser discs, etc.), Beta & VHS tapes, cassettes, 8-tracks, reel-to-reel tape, memory sticks, LPs, etc. which may contain a broad range of licensed or unlicensed content (software, music, movies, games, etc.), or may be blank and ready for use. The Media account type is only available to Stewards who do not have other, non-media products managed through another program option.

Media Compliance Requirements: Steward is sent an annual invoice at the beginning of the year, covering all obligated products supplied for the year. Under this account type an Environmental Handling Fee is not collected nor remitted. EPRA BC stewards who supply non-media products into the jurisdiction for which an EHF or ICI-DS fee has been paid will not be required to pay additional fees to finance the collection and recycling of their media products.
